Steel was born in the city of Viridian to a happily married couple of the Shinjiro bloodline. Her parents were dedicated to the ideal of peace among human and pokemon. Somehow her parents unearthed that the Hoffman family were members of Team Rocket and once this was exposed between the two families the Hoffmans were hostile to the Shinjiros in privacy. Steel did not have many friends due to the rivalry between her family and the Hoffman family. Sean was very proud of his Rocket roots and harassed Steel as Rune’s heir in an attempt to elongate the family rivalry.
While living in Viridian she befriended a young boy named Simon, who she found out to be the son of the gym leader. After seeing and hearing of various forms of harassment he suffered she decided to help the boy run away. She made arrangements and helped get the boy to the docks in Vermillion City and a ticket to a ship heading to Johto so he could be adopted by a family friend in New Bark Town.
A year passed and the infamous Rune incident occurred resulting in the death and injuries of many of it’s members. Among the deaths was Steel and Galvin’s parents and Brass’s father was injured to the point he would have to stay in a wheelchair for the rest of his life. According to her parent’s will she is to inherit everything they had, even Rune, but because she was not yet an adult she was sent to Pallet Town to be cared for by her godmother, Lenna.
Leena adores and loves her with all her heart and treats her as if she was her own daughter. Steel met Galvin and Brass in school in Pallet Town. Brass was hesitant to befriend her but Galvin completely resented her ad bullied her in every way possible. To the point that Galvin hit her in the face with a dodgeball with such force that she fell backwards and hit her head on the floor causing her to cry. Brass got so angry he jumped on him and began to fight him, yelling and screaming.
Parents and family were called in and a meeting with the teachers occurred. Daisy yelled at Galvin so much and so loudly that all of Pallet Town heard them. After that it took Galvin a week to work up the
guts to apologize to Steel. Students scorned him and insulted him when he apologized but both Brass and Steel came to his side to save him from the other students. From that moment on the three became the best of friends.
On her eleventh birthday, they decided they would leave to go on an adventure together. Sadly this is when Rune decided to rise from the dead and revealed itself to have evil intentions. Steel and her friends encounters with this Neo Rune on many occasions, even has close shaves with death. This organization uses a name of peace to commit terrible crimes ranging from, kidnapping and murder. Despite this Steel hates it when people talk down on Rune as she only believes in the vision her parents had.
On SS Anne she encounters Mewtwo, the so called leader of Neo Rune, and nearly dies. It turns out the leader forcibly became one being with the experimental pokemon and was hellbent on using this power to take what they wanted. It later turned out this would cost her her sanity. Either way, while Steel wants to collect all the badges and participate in the Pokemon League she wants to stop Mewtwo and save Rune from this terrible person.
With Galvin’s help the identity of Mewtwo is found, it turns out it was Hilda, the right hand woman to Steel’s parents all along. Steel begins to worry for her safety as the heir of Rune but her friends reassure her she will be okay. Shortly after this discovery she meets Articuno, the bird pokemon tells her of her role and grants her the same power Hilda gained by forcibly fusing with Mewtwo.
When traveling though the Seafoam Islands Steel separates herself from her friends and meets Aritcuno. The bird pokemon of ice tells her it is her duty to stop Hilda and she will aid her as her Soul partner. Steel saves her friends from the raging wintery weather in the Seafoam Islands and continues their trip to Cinnabar.
Arriving on Cinnabar Island Steel runs into Simon, meeting him in person for the first time in years. The boy tells her she invited him to Kanto but Steel knows better than that. Despite that she puts on a smile and acts like she did write that letter to him. The following night a Rune member sneaks into the PokeCenter and kidnaps Simon in the dark of the night. Steel begins to freak out, worrying over her friend. Galvin and Brass do everything they can to comfort her.
It’s not long after getting all eight badges is it discovered that Brass and Galvin have gained the Soul ability with Moltres and Zapdos respectively. Together the trio goes to the Rune base, tears it apart and rescues Simon from captivity. At first Steel and Galvin attempt to combat Hilda alone, while they make dents in her Brass makes the real damage. With a trio attack Hilda is defeated and Mewtwo is set free on a Christmas Eve night making Kanto rejoice happily for the holidays and the highly anticipated Pokemon League.
Steel wins the tournament and earns the chance to fight the Kanto Elite Four. Unfortunately she does not make it far but that doesn’t really upset her. Steel shows Simon the flying castle that she and Brass found before taking the boy on a proper trip around Kanto and sending him back home.
A year passes and the trio notes they need more funding in order to keep their ‘organization’ in order. They decide to become an official organization and make a request for funding since battling trainers can make only so much money. So with the help of her friends Steel puts together a proposal to present to the Elite Four. While everyone else was skeptical at first Lance accepted the partnership and promised to fund them as long as they kept their end of the deal.
Steel and Lance are known to team up often for missions and investigations leading to their arrival at the Lake of Rage. With the assistance of two young trainers they infiltrate a Team Rocket base in Mahogany Town. The group works together to recover captives and destroy the base with explosions. This brings a halt to all Rocket work for a while but the leader, heir and executives have yet to be found.
Two years later Steel’s location is unknown and she is unable to participate in the liberation of Goldenrod City.
